山西長治:嚴禁新增鋼鐵產能 全面推進全市鋼鐵行業綠色轉型升級

長(chang)治市落實(shi)《空(kong)氣質量持續(xu)改善(shan)行動計劃》實(shi)施方案

為認(ren)真貫(guan)徹落(luo)(luo)實國務院《空氣質量(liang)持(chi)續改善行動(dong)計劃(hua)》(國發〔2023〕24號),持(chi)續深入打(da)好藍天保(bao)衛戰,持(chi)續改善全市空氣質量(liang),切實保(bao)障(zhang)人(ren)民群眾身體健康,以生態環境高水平保(bao)護支撐經濟社會高質量(liang)發展,根據《山西省(sheng)落(luo)(luo)實<空氣質量(liang)持(chi)續改善行動(dong)計劃(hua)>實施方案》(晉(jin)政發〔2024〕7號)要(yao)求,結(jie)合我市實際,制(zhi)定本(ben)方案。

一(yi)、總體要(yao)求(qiu)

以習近(jin)(jin)平(ping)新(xin)時代(dai)中(zhong)國(guo)特色社會(hui)主義思想(xiang)特別是習近(jin)(jin)平(ping)生態文(wen)明思想(xiang)為(wei)指導,全(quan)面貫徹習近(jin)(jin)平(ping)總書記對山(shan)(shan)西工作的(de)重要(yao)(yao)講(jiang)話重要(yao)(yao)指示精神(shen),落實(shi)全(quan)國(guo)、全(quan)省和(he)全(quan)市生態環(huan)(huan)境(jing)(jing)保護大(da)(da)(da)會(hui)部署,牢固樹(shu)立和(he)踐行“綠水青山(shan)(shan)就是金山(shan)(shan)銀山(shan)(shan)”理念,堅持(chi)穩(wen)中(zhong)求(qiu)進(jin)的(de)工作總要(yao)(yao)求(qiu),以改善(shan)空(kong)氣質量為(wei)核心,以減(jian)(jian)少(shao)重污(wu)染(ran)(ran)天氣和(he)解決人(ren)民群眾(zhong)身邊的(de)突(tu)出大(da)(da)(da)氣環(huan)(huan)境(jing)(jing)問(wen)題為(wei)重點(dian),以協(xie)同控(kong)制細顆粒物(PM2.5)和(he)臭氧(O3)濃度為(wei)主線,統(tong)(tong)籌推(tui)進(jin)能源(yuan)(yuan)、工業、交(jiao)通運(yun)輸、城鄉建設(she)、農業等(deng)領域(yu)綠色低碳(tan)轉型(xing),協(xie)同推(tui)進(jin)降碳(tan)、減(jian)(jian)污(wu)、擴綠、增長,堅持(chi)管控(kong)治(zhi)(zhi)(zhi)(zhi)一體推(tui)進(jin),以氮(dan)氧化(hua)物(NOx)和(he)揮(hui)發性有機物(VOCs)協(xie)同減(jian)(jian)排為(wei)重點(dian),不(bu)斷(duan)強化(hua)多污(wu)染(ran)(ran)物協(xie)同控(kong)制;堅持(chi)精準治(zhi)(zhi)(zhi)(zhi)污(wu)、科學(xue)治(zhi)(zhi)(zhi)(zhi)污(wu)、依法治(zhi)(zhi)(zhi)(zhi)污(wu),積(ji)極融入汾渭(wei)平(ping)原(yuan)聯防聯控(kong)體系(xi),強化(hua)科技創(chuang)新(xin),健全(quan)完(wan)(wan)善(shan)大(da)(da)(da)氣環(huan)(huan)境(jing)(jing)監(jian)測(ce)監(jian)控(kong)體系(xi);堅持(chi)源(yuan)(yuan)頭治(zhi)(zhi)(zhi)(zhi)理、系(xi)統(tong)(tong)治(zhi)(zhi)(zhi)(zhi)理和(he)綜合治(zhi)(zhi)(zhi)(zhi)理,持(chi)續(xu)實(shi)施(shi)(shi)工業源(yuan)(yuan)、移動(dong)(dong)源(yuan)(yuan)、燃煤源(yuan)(yuan)和(he)社會(hui)面源(yuan)(yuan)綜合整治(zhi)(zhi)(zhi)(zhi),大(da)(da)(da)力(li)推(tui)動(dong)(dong)經濟社會(hui)發展綠色化(hua)、低碳(tan)化(hua);堅持(chi)完(wan)(wan)善(shan)大(da)(da)(da)氣環(huan)(huan)境(jing)(jing)治(zhi)(zhi)(zhi)(zhi)理體系(xi),持(chi)續(xu)強化(hua)壓(ya)力(li)傳導和(he)監(jian)督幫(bang)扶,不(bu)斷(duan)激發縣區、企(qi)業實(shi)施(shi)(shi)大(da)(da)(da)氣污(wu)染(ran)(ran)防治(zhi)(zhi)(zhi)(zhi)的(de)內生動(dong)(dong)力(li),化(hua)被動(dong)(dong)為(wei)主動(dong)(dong),加快(kuai)實(shi)現(xian)人(ren)與自然和(he)諧共生的(de)現(xian)代(dai)化(hua),加快(kuai)形成美麗長治(zhi)(zhi)(zhi)(zhi)建設(she)新(xin)格局。

二、工(gong)作目標

(一)約束性指標

1.堅決完成國家(jia)、省下達我市的環境空氣質量(liang)和大氣污(wu)染(ran)物(wu)總量(liang)2024年、2025年約束性指標;2025年,市區PM2.5濃度穩定(ding)達到35微克(ke)/立方米。

2.2024年(nian)(nian),潞城區(qu)空氣質(zhi)量指數退出全省后(hou)30位(wei),PM2.5濃(nong)度達(da)到(dao)40微克/立方(fang)米(mi)以下。其余(yu)縣區(qu)2024年(nian)(nian)年(nian)(nian)度目標(biao)和各縣區(qu)2025年(nian)(nian)年(nian)(nian)度目標(biao)根據國家、省下達(da)我市的任務另行分(fen)解。

(二)力爭性指標

1.2024年,除潞城區外,全市11個(ge)縣(xian)區PM2.5濃度全部達標。

2.2024年(nian)和2025年(nian),平順(shun)縣空(kong)氣(qi)質(zhi)量穩(wen)定(ding)排名全省前(qian)三位,其余縣區空(kong)氣(qi)質(zhi)量排名在全省穩(wen)定(ding)前(qian)移。

三(san)、重點(dian)任務

(一)加快推進發展方式綠色轉型

1.嚴把兩(liang)高一(yi)低項目(mu)準入(ru)關口。堅決遏制高耗能、高排放、低水平項目盲目上馬。新改擴建項目嚴格落實產業規劃、產業政策、分區管控、規劃環評、項目環評、節能審查、產能置換、總量控制、區域削減、煤炭減量替代、雙碳目標等相關要求,采用先進適用的工藝技術和裝備,能耗、物耗、水耗要達到清潔生產先進水平,大宗物料年運輸量150萬噸以上項目采用清潔運輸方式,其余項目原則上參照執行。潞城區根據空氣質量改善要求,提出更嚴格的準入要求。探索將清潔(jie)運輸作為煤礦(kuang)、鋼(gang)鐵、火電、有色、焦(jiao)化、煤化工(gong)等行業新(xin)改擴建項目(mu)審(shen)核和監(jian)管重點。涉及產(chan)(chan)能置(zhi)換(huan)(huan)的項(xiang)目(mu)(煤(mei)電項(xiang)目(mu)除外),被置(zhi)換(huan)(huan)產(chan)(chan)能及其(qi)配(pei)套設施關(guan)(guan)停后,新(xin)建(jian)項(xiang)目(mu)方可投(tou)產(chan)(chan)。嚴把(ba)項(xiang)目(mu)環(huan)境影響評價準入(ru)關(guan)(guan),嚴格(ge)控制生產(chan)(chan)和(he)使(shi)用高VOCs含量涂(tu)料、油墨、膠粘劑、清洗劑等建(jian)設項(xiang)目(mu)。(市發展改(gai)革委(wei)、市行政(zheng)審批(pi)局(ju)、市工信局(ju)、市生態環(huan)境局(ju)、市規(gui)劃(hua)和(he)自然(ran)資(zi)源局(ju)、市能源局(ju)按(an)照(zhao)各自職責分別負責;各縣區人民政(zheng)府,長(chang)治高新(xin)區、經開區管委(wei)會(hui)落實)

2.持(chi)續推進重點(dian)行業(ye)優化升級。嚴(yan)禁新(xin)增鋼(gang)(gang)(gang)(gang)(gang)鐵(tie)(tie)產(chan)能(neng),從能(neng)耗(hao)、環保、安全、技術(shu)等全面推進全市鋼(gang)(gang)(gang)(gang)(gang)鐵(tie)(tie)行業(ye)綠色轉型升級,試(shi)點(dian)實(shi)施(shi)(shi)金燁(ye)鋼(gang)(gang)(gang)(gang)(gang)鐵(tie)(tie)加氫(qing)冶煉(lian)(lian)項目(mu),引導推動高爐—轉爐長流程(cheng)煉(lian)(lian)鋼(gang)(gang)(gang)(gang)(gang)轉型為電爐短流程(cheng)煉(lian)(lian)鋼(gang)(gang)(gang)(gang)(gang),鼓勵鋼(gang)(gang)(gang)(gang)(gang)鐵(tie)(tie)企業(ye)實(shi)施(shi)(shi)實(shi)質(zhi)性兼并重組。到2025年底(di),短流程(cheng)煉(lian)(lian)鋼(gang)(gang)(gang)(gang)(gang)產(chan)量占比力(li)爭達(da)到5%。在建(jian)(jian)、擬建(jian)(jian)焦化(hua)(hua)項目應(ying)按照能(neng)(neng)(neng)效標(biao)(biao)桿水平(ping)(ping)和深(shen)度治理要(yao)求進(jin)行(xing)(xing)設(she)(she)計(ji)、建(jian)(jian)設(she)(she)和運行(xing)(xing)。按要(yao)求開展焦化(hua)(hua)行(xing)(xing)業高質(zhi)量綠色發展考核(he),加快(kuai)提(ti)(ti)升(sheng)焦化(hua)(hua)行(xing)(xing)業節能(neng)(neng)(neng)環保安全水平(ping)(ping)。(市工信局牽(qian)頭,相關縣區人(ren)民(min)政(zheng)府落(luo)(luo)實)在嚴格(ge)合理控制煤炭消費總量的前提(ti)(ti)下加快(kuai)支撐性、調(diao)節性煤電項目建(jian)(jian)設(she)(she),對存量煤電機組實施節能(neng)(neng)(neng)降碳、靈活性改造和供熱改造“三改聯(lian)動”,提(ti)(ti)高先進(jin)燃煤機組占比。持續推(tui)進(jin)煤炭洗(xi)選行(xing)(xing)業產業升(sheng)級,不斷提(ti)(ti)升(sheng)規范洗(xi)選企業標(biao)(biao)準化(hua)(hua)管理水平(ping)(ping)。(市能(neng)(neng)(neng)源局牽(qian)頭;各縣區人(ren)民(min)政(zheng)府,長治高新區、經(jing)開區管委會(hui)落(luo)(luo)實)

3.加快淘汰重點行業落后產能。嚴格落實《產業結構調整指導目錄》,依法依規推動落后產能退出,加快限制類涉氣行業工藝和裝備升級改造。鼓勵潞城區(qu)率先(xian)淘(tao)汰轄區(qu)內(nei)步進式燒結機、1200立方米以(yi)下(xia)高爐、100噸(dun)以(yi)下(xia)轉爐等限制類工藝裝備,其(qi)他(ta)區(qu)域按(an)照省(sheng)定時限完成淘(tao)汰。(市工信(xin)局牽頭(tou),相(xiang)關(guan)縣區人(ren)民(min)政府落(luo)實(shi))有序(xu)淘汰30萬(wan)千瓦以下(xia)燃煤(mei)機組,2025年(nian)底前關(guan)閉天(tian)脊集團燃煤(mei)發電(dian)機組。嚴格落(luo)實(shi)社會獨立煤(mei)炭(tan)洗選(xuan)新(xin)增產能(neng)減量置換政策,持續淘汰落(luo)后(hou)煤(mei)炭(tan)洗選(xuan)產能(neng),促進煤(mei)炭(tan)洗選(xuan)行業(ye)規(gui)范發展。(市能(neng)源局牽頭(tou);各縣區人(ren)民(min)政府,長治高新(xin)區、經(jing)開區管委會落(luo)實(shi))

4.大力培育綠色(se)生態環保產業。加(jia)大(da)政策支(zhi)持力度,培育經營主體(ti),推行合同能源管(guan)(guan)(guan)理(li)(li)(li)、合同節水管(guan)(guan)(guan)理(li)(li)(li)、環(huan)境(jing)(jing)(jing)污(wu)染第(di)三方治(zhi)理(li)(li)(li)等模式(shi)和(he)以環(huan)境(jing)(jing)(jing)治(zhi)理(li)(li)(li)、降(jiang)碳(tan)減污(wu)為導向的環(huan)境(jing)(jing)(jing)托管(guan)(guan)(guan)服(fu)務,帶動全市(shi)低(di)碳(tan)環(huan)保產業(ye)高(gao)(gao)質量發(fa)展(zhan)。加(jia)大(da)環(huan)保領域低(di)價低(di)質中標亂象治(zhi)理(li)(li)(li)力度,營造公平競爭環(huan)境(jing)(jing)(jing),推動產業(ye)健(jian)康有序發(fa)展(zhan)。(市(shi)生(sheng)態環(huan)境(jing)(jing)(jing)局牽頭,市(shi)發(fa)展(zhan)改革(ge)委、市(shi)行政審批局、市(shi)科技局、市(shi)工信局、市(shi)市(shi)場監管(guan)(guan)(guan)局配合;各(ge)縣區(qu)(qu)人民政府,長治(zhi)高(gao)(gao)新區(qu)(qu)、經開區(qu)(qu)管(guan)(guan)(guan)委會落實)

(二)持續推動工業領域污染(ran)減排(pai)

5.實施(shi)工(gong)(gong)業(ye)(ye)園(yuan)區(qu)(qu)(qu)環(huan)(huan)境綜合(he)整(zheng)治(zhi)(zhi)。結合(he)全(quan)(quan)市(shi)特色產業(ye)(ye)發(fa)展(zhan)(zhan)實際,及時出(chu)臺相關(guan)產業(ye)(ye)發(fa)展(zhan)(zhan)規劃,引導發(fa)展(zhan)(zhan)方(fang)向,高(gao)起點(dian)設(she)立準入條件(jian),因地制宜完(wan)善集中供熱、集中治(zhi)(zhi)理等(deng)設(she)施(shi),避免產業(ye)(ye)集群無序發(fa)展(zhan)(zhan),污(wu)染下鄉。(市(shi)工(gong)(gong)信局牽頭,市(shi)發(fa)展(zhan)(zhan)改(gai)革(ge)委配合(he))全(quan)(quan)面開展(zhan)(zhan)工(gong)(gong)業(ye)(ye)園(yuan)區(qu)(qu)(qu)綜合(he)整(zheng)治(zhi)(zhi),以化工(gong)(gong)園(yuan)區(qu)(qu)(qu)為(wei)重點(dian),組織(zhi)開展(zhan)(zhan)低效失(shi)效治(zhi)(zhi)理設(she)施(shi)、旁(pang)路(lu)排(pai)放(fang)、無組織(zhi)放(fang)散(san)、道路(lu)揚塵(chen)、裸地揚塵(chen)、物料露(lu)天(tian)堆放(fang)等(deng)突出(chu)環(huan)(huan)境問題排(pai)查整(zheng)治(zhi)(zhi),推動(dong)實施(shi)公(gong)共設(she)施(shi)共建共享、能(neng)(neng)源梯級利用、資源循環(huan)(huan)利用和污(wu)染物集中安(an)全(quan)(quan)處(chu)置(zhi)等(deng)循環(huan)(huan)化改(gai)造(zao),大力發(fa)展(zhan)(zhan)綠色運輸(shu),全(quan)(quan)面加(jia)強監測監控能(neng)(neng)力建設(she),不(bu)斷(duan)提(ti)升(sheng)工(gong)(gong)業(ye)(ye)園(yuan)區(qu)(qu)(qu)綠色低碳發(fa)展(zhan)(zhan)水平(ping)。鼓勵(li)涉VOCs園(yuan)區(qu)(qu)(qu)因地制宜建設(she)集中式VOCs治(zhi)(zhi)理“綠島”項(xiang)目。(市(shi)商務局、市(shi)生態環(huan)(huan)境局、市(shi)工(gong)(gong)信局、市(shi)能(neng)(neng)源局、市(shi)發(fa)展(zhan)(zhan)改(gai)革(ge)委按(an)照各自(zi)職責負責;各縣區(qu)(qu)(qu)人民政府,長治(zhi)(zhi)高(gao)新區(qu)(qu)(qu)、經開區(qu)(qu)(qu)管(guan)委會落實)

6.全面完(wan)成(cheng)超低排(pai)放(fang)改(gai)造工程。除長期停產和(he)在建企業(ye)外,2024年10月(yue)(yue)底前,中寶水泥(ni)完(wan)成(cheng)超低排(pai)放(fang)改(gai)造監測評(ping)估(gu)。2025年12月(yue)(yue)底前,鋼鐵企業(ye)超低排(pai)放(fang)改(gai)造力爭完(wan)成(cheng)中鋼協公示(shi)。(市生態環境局(ju)牽頭,市工信局(ju)配合,相(xiang)關(guan)縣區人民政府落實)

7.加快重點行業(ye)污(wu)染深(shen)度(du)治(zhi)理。嚴格落(luo)(luo)實《長治(zhi)市大氣和(he)水污(wu)染物排(pai)放管控(kong)要求(qiu)》(長政辦(ban)規(gui)〔2023〕1號(hao)),全市15家(jia)燃煤電(dian)廠(chang)(chang)(含自備電(dian)廠(chang)(chang),淘汰電(dian)廠(chang)(chang)除外)、5家(jia)鋼(gang)鐵、13家(jia)常規(gui)機焦、4家(jia)常規(gui)水泥熟料、2家(jia)玻璃(li)、77家(jia)磚(zhuan)瓦窯、42家(jia)石灰窯、3家(jia)陶瓷企業(ye)實施(shi)深(shen)度(du)治(zhi)理排(pai)放改(gai)造(zao),2024年(nian)4月(yue)15日(ri)前(qian)完成(cheng)改(gai)造(zao)方(fang)案制(zhi)定(ding),2024年(nian)9月(yue)底前(qian)完成(cheng)改(gai)造(zao)。鼓勵已達(da)到管控(kong)要求(qiu)的企業(ye)提(ti)前(qian)執(zhi)行,降低區(qu)(qu)域污(wu)染排(pai)放。潞城區(qu)(qu)建成(cheng)區(qu)(qu)周邊5公里范圍內(nei)的企業(ye)要提(ti)前(qian)至(zhi)2024年(nian)6月(yue)底前(qian)完成(cheng)。(市生態環境(jing)局牽頭,市工信局、市能源局配(pei)合(he);各縣區(qu)(qu)人民政府(fu),長治(zhi)高新區(qu)(qu)、經開區(qu)(qu)管委會(hui)落(luo)(luo)實)

8.確保工(gong)(gong)業(ye)(ye)企業(ye)(ye)穩定達標(biao)排(pai)放。加強治(zhi)污設(she)(she)施(shi)運行維護,確保穩定達標(biao)排(pai)放。開展鍋爐(lu)(lu)(lu)和工(gong)(gong)業(ye)(ye)爐(lu)(lu)(lu)窯簡易低效(xiao)污染治(zhi)理(li)設(she)(she)施(shi)排(pai)查,通過“淘(tao)汰一批(pi)、提升(sheng)一批(pi)”等方(fang)式實(shi)施(shi)分(fen)類處置。燃煤(mei)鍋爐(lu)(lu)(lu)、燃氣(qi)(qi)(qi)鍋爐(lu)(lu)(lu)、生(sheng)物(wu)質鍋爐(lu)(lu)(lu)穩定達到《鍋爐(lu)(lu)(lu)大氣(qi)(qi)(qi)污染物(wu)排(pai)放標(biao)準》(DB14/1929-2019)相(xiang)關排(pai)放標(biao)準要求。生(sheng)物(wu)質鍋爐(lu)(lu)(lu)采(cai)用(yong)專用(yong)鍋爐(lu)(lu)(lu),配套布(bu)袋等高效(xiao)除塵(chen)設(she)(she)施(shi),禁止摻燒煤(mei)炭(tan)、生(sheng)活垃(la)圾等其他(ta)物(wu)料(liao)。嚴格監(jian)(jian)管重點涉氣(qi)(qi)(qi)企業(ye)(ye)廢氣(qi)(qi)(qi)旁路(lu),全(quan)面取(qu)消煙氣(qi)(qi)(qi)和含VOCs廢氣(qi)(qi)(qi)旁路(lu),因(yin)安(an)全(quan)生(sheng)產需要無法(fa)取(qu)消的,安(an)裝在線(xian)監(jian)(jian)控系(xi)統及備用(yong)處置設(she)(she)施(shi)。強化(hua)工(gong)(gong)業(ye)(ye)企業(ye)(ye)物(wu)料(liao)運輸、裝卸、轉移、存儲和工(gong)(gong)藝(yi)過程(cheng)無組織排(pai)放全(quan)過程(cheng)揚塵(chen)管控,重點企業(ye)(ye)安(an)裝視頻(pin)監(jian)(jian)控系(xi)統。(市生(sheng)態環境局牽頭(tou),市工(gong)(gong)信局、市市場監(jian)(jian)管局配合;各縣區人民(min)政(zheng)府(fu),長治(zhi)高新(xin)區、經開區管委(wei)會落實(shi))

10.實施(shi)VOCs全流程、全環節(jie)綜合(he)治理。按照《關于加(jia)快解決當前揮(hui)發性(xing)有(you)(you)(you)機物治理突出問題(ti)(ti)的通知》(環大(da)氣(qi)(qi)〔2021〕65號)提出的10個關鍵環節(jie),以石化(hua)(hua)、化(hua)(hua)工、工業涂(tu)裝(zhuang)、包裝(zhuang)印刷和油品儲運(yun)銷為(wei)(wei)重點(dian),繼續開(kai)(kai)展(zhan)全覆(fu)蓋(gai)排查(cha)檢(jian)查(cha),實現問題(ti)(ti)動態清零。鼓勵儲罐使用低泄漏(lou)的呼吸閥、緊急(ji)泄壓閥,定期開(kai)(kai)展(zhan)密封性(xing)檢(jian)測。汽車罐車推廣使用密封式快速接(jie)頭。污水處(chu)(chu)(chu)理場(chang)所高(gao)濃度有(you)(you)(you)機廢(fei)(fei)氣(qi)(qi)要單獨(du)收(shou)集(ji)處(chu)(chu)(chu)理;含(han)VOCs有(you)(you)(you)機廢(fei)(fei)水儲罐、裝(zhuang)置區(qu)集(ji)水井(池)有(you)(you)(you)機廢(fei)(fei)氣(qi)(qi)要密閉收(shou)集(ji)處(chu)(chu)(chu)理。化(hua)(hua)工企業規范(fan)開(kai)(kai)展(zhan)泄漏(lou)檢(jian)測與(yu)修復。企業開(kai)(kai)停(ting)工、檢(jian)維修期間,及(ji)時收(shou)集(ji)處(chu)(chu)(chu)理退料、清洗、吹掃等作(zuo)業產生的VOCs廢(fei)(fei)氣(qi)(qi)。火炬燃燒裝(zhuang)置不(bu)得(de)作(zuo)為(wei)(wei)日常大(da)氣(qi)(qi)污染(ran)治理設施(shi)。(市(shi)(shi)生態環境局(ju)牽頭,市(shi)(shi)工信局(ju)、市(shi)(shi)商務局(ju)、市(shi)(shi)應急(ji)局(ju)配合(he);各(ge)縣區(qu)人民政(zheng)府,長(chang)治高(gao)新區(qu)、經開(kai)(kai)區(qu)管委會落實)

(三)深入推進能源結(jie)構優化調整

12.嚴格合(he)理控制煤(mei)炭(tan)消費(fei)總量。在(zai)保障能(neng)(neng)源安全供(gong)應(ying)的(de)前提(ti)下,2025年(nian)(nian),煤(mei)炭(tan)消費(fei)量較2020年(nian)(nian)實(shi)(shi)現負增(zeng)長,重(zhong)點(dian)削減非(fei)電(dian)力(li)用(yong)煤(mei)。新改擴建用(yong)煤(mei)項目,依法實(shi)(shi)行煤(mei)炭(tan)減量替代(dai),不得將使用(yong)石油焦、焦炭(tan)、蘭炭(tan)等高污染燃(ran)(ran)料(liao)作(zuo)為(wei)煤(mei)炭(tan)減量替代(dai)措施(shi)。嚴格落實(shi)(shi)煤(mei)炭(tan)消費(fei)減量替代(dai)管理要求,煤(mei)矸石、原(yuan)料(liao)用(yong)煤(mei)不納入煤(mei)炭(tan)消費(fei)總量考核。原(yuan)則上(shang)不再新增(zeng)自(zi)備燃(ran)(ran)煤(mei)機組,支持自(zi)備燃(ran)(ran)煤(mei)機組實(shi)(shi)施(shi)清潔能(neng)(neng)源替代(dai)。對(dui)支撐電(dian)力(li)穩定供(gong)應(ying)、電(dian)網安全運行、清潔能(neng)(neng)源大(da)規(gui)模并網消納的(de)煤(mei)電(dian)項目及其用(yong)煤(mei)量應(ying)予以(yi)合(he)理保障。(市(shi)能(neng)(neng)源局負責)

14.加快工業爐(lu)窯(yao)清(qing)(qing)潔(jie)(jie)能(neng)(neng)源替(ti)代。全市不(bu)再(zai)新(xin)(xin)增(zeng)燃料類(lei)煤氣(qi)(qi)發生爐(lu),推進(jin)現有燃料類(lei)煤氣(qi)(qi)發生爐(lu)逐步(bu)實施清(qing)(qing)潔(jie)(jie)能(neng)(neng)源替(ti)代。新(xin)(xin)改擴建加熱爐(lu)、熱處理爐(lu)、干燥爐(lu)、熔化(hua)爐(lu)原(yuan)則上采用(yong)(yong)清(qing)(qing)潔(jie)(jie)低碳(tan)能(neng)(neng)源,清(qing)(qing)潔(jie)(jie)低碳(tan)能(neng)(neng)源優先采用(yong)(yong)電能(neng)(neng),在氣(qi)(qi)源保障(zhang)的(de)前(qian)提下推廣天(tian)然(ran)氣(qi)(qi)替(ti)代。現有工業爐(lu)窯(yao)要充分利用(yong)(yong)工業余熱、電廠熱力、可再(zai)生能(neng)(neng)源、天(tian)然(ran)氣(qi)(qi)、煤層氣(qi)(qi)、脫硫后焦爐(lu)煤氣(qi)(qi)等清(qing)(qing)潔(jie)(jie)低碳(tan)能(neng)(neng)源替(ti)代高污染燃料。(市生態環境局牽(qian)頭,市行政審批局、市工信局配合;各縣區(qu)人民政府,長(chang)治高新(xin)(xin)區(qu)、經開區(qu)管(guan)委會(hui)落實)

(四)持(chi)續降低(di)交通領域污染排放

(六)完善大氣(qi)環境管(guan)理體系

27.實施城(cheng)市空氣(qi)質(zhi)量(liang)達(da)(da)標管(guan)理(li)。2024年底前(qian),編制實施大氣(qi)環(huan)境(jing)質(zhi)量(liang)限期達(da)(da)標規(gui)劃,明確達(da)(da)標路線(xian)圖及重點(dian)任務,并向(xiang)社會公開。2025年,市區(qu)PM2.5濃度穩定達(da)(da)到35微克/立方米(mi)以下。(市生態(tai)環(huan)境(jing)局負責)

(七)加強環境監管能力建設

36.強(qiang)(qiang)化(hua)組織領(ling)導。堅持和(he)(he)加強(qiang)(qiang)黨對大氣污染防治工(gong)(gong)(gong)(gong)(gong)作(zuo)的全面(mian)領(ling)導。縣(xian)區(qu)人民政(zheng)府(fu)作(zuo)為大氣污染防治工(gong)(gong)(gong)(gong)(gong)作(zuo)的責(ze)任(ren)(ren)主體,對轄(xia)區(qu)內(nei)空氣質(zhi)量(liang)負總責(ze),要(yao)進(jin)一步提高政(zheng)治站位,強(qiang)(qiang)化(hua)思想認識,細化(hua)制定(ding)落實方案,明確目(mu)標任(ren)(ren)務和(he)(he)工(gong)(gong)(gong)(gong)(gong)作(zuo)措(cuo)施,壓(ya)實工(gong)(gong)(gong)(gong)(gong)作(zuo)責(ze)任(ren)(ren),切實將(jiang)重點任(ren)(ren)務工(gong)(gong)(gong)(gong)(gong)程化(hua)、項目(mu)化(hua)、清單化(hua)管理。市(shi)生態(tai)環(huan)境局要(yao)加強(qiang)(qiang)統(tong)籌(chou)協(xie)調,定(ding)期調度評估,督促推動各項工(gong)(gong)(gong)(gong)(gong)作(zuo)任(ren)(ren)務落地落實。市(shi)直各有關(guan)單位和(he)(he)部(bu)門要(yao)全面(mian)落實相應領(ling)域生態(tai)環(huan)境保護責(ze)任(ren)(ren),統(tong)籌(chou)考慮環(huan)境空氣質(zhi)量(liang)改(gai)善需求,及時(shi)出臺配套政(zheng)策,指(zhi)導做好各自(zi)領(ling)域相關(guan)工(gong)(gong)(gong)(gong)(gong)作(zuo),同時(shi)要(yao)加強(qiang)(qiang)溝通協(xie)調,建(jian)立聯動機(ji)制,形(xing)成(cheng)各司(si)其職、各負其責(ze),密切配合、齊抓共管的大環(huan)保工(gong)(gong)(gong)(gong)(gong)作(zuo)格局。

37.強化考(kao)核評估。將各縣(xian)(xian)區環境空(kong)氣(qi)質(zhi)(zhi)量(liang)(liang)年度目標(biao)(biao)(biao)(biao)和終(zhong)期目標(biao)(biao)(biao)(biao)完(wan)成(cheng)情況作(zuo)為深入打好污染防(fang)治(zhi)攻堅(jian)戰成(cheng)效考(kao)核和目標(biao)(biao)(biao)(biao)責任(ren)制考(kao)核的(de)重(zhong)要內容。強化目標(biao)(biao)(biao)(biao)任(ren)務措施(shi)落實,按(an)期調度各縣(xian)(xian)區重(zhong)點任(ren)務進(jin)展情況,對(dui)超額完(wan)成(cheng)空(kong)氣(qi)質(zhi)(zhi)量(liang)(liang)改善目標(biao)(biao)(biao)(biao)、重(zhong)點任(ren)務推進(jin)落實有力的(de)縣(xian)(xian)區給予適(shi)當的(de)政策資金激勵(li);對(dui)工(gong)作(zuo)不(bu)利,責任(ren)落實不(bu)到(dao)位、空(kong)氣(qi)質(zhi)(zhi)量(liang)(liang)明(ming)顯惡化、大氣(qi)污染問題突(tu)出、監測數據(ju)弄(nong)虛(xu)作(zuo)假嚴(yan)重(zhong)的(de)地區,在(zai)資金分配、項目審(shen)批、榮(rong)譽(yu)表彰(zhang)、責任(ren)追究等(deng)方(fang)面(mian)實施(shi)懲戒。對(dui)不(bu)能按(an)期完(wan)成(cheng)目標(biao)(biao)(biao)(biao)任(ren)務的(de)縣(xian)(xian)區報請市委(wei)督查委(wei)員會組織開展專項督查。

38.強(qiang)化信(xin)(xin)息公開(kai)。加(jia)大環(huan)境(jing)空氣(qi)質量信(xin)(xin)息公開(kai)力度,每月公布(bu)縣區空氣(qi)質量排名(ming),定期公布(bu)環(huan)境(jing)執法信(xin)(xin)息和(he)超(chao)標(biao)排污的單(dan)(dan)(dan)位(wei)名(ming)單(dan)(dan)(dan),及(ji)時發布(bu)重(zhong)污染天氣(qi)預警信(xin)(xin)息。將(jiang)排污單(dan)(dan)(dan)位(wei)和(he)第三方治理、運維、檢(jian)測(ce)機(ji)構弄(nong)虛作假行(xing)為納入信(xin)(xin)用記錄(lu),定期依法向社會公布(bu)。健全環(huan)保信(xin)(xin)息強(qiang)制性公開(kai)制度,重(zhong)點排污單(dan)(dan)(dan)位(wei)應及(ji)時公布(bu)自行(xing)監測(ce)和(he)污染排放數據、污染治理措施、環(huan)保違法處(chu)罰及(ji)整改等(deng)信(xin)(xin)息,機(ji)動車和(he)非道路移動機(ji)械生(sheng)產、進(jin)口企(qi)業依法公開(kai)排放檢(jian)驗(yan)、污染控制技(ji)術等(deng)環(huan)保信(xin)(xin)息。

39.強(qiang)化宣(xuan)傳(chuan)(chuan)力度。利用(yong)傳(chuan)(chuan)統媒(mei)體和新媒(mei)體手段,在世(shi)界環(huan)(huan)境(jing)日、全國低碳(tan)日、生態日等宣(xuan)傳(chuan)(chuan)活(huo)動中廣泛宣(xuan)傳(chuan)(chuan)解讀大氣(qi)(qi)污染防治(zhi)相(xiang)關政策,大力普及(ji)大氣(qi)(qi)環(huan)(huan)境(jing)與健康的(de)基(ji)本理念(nian)和知識,提升公民大氣(qi)(qi)環(huan)(huan)境(jing)保護意識與健康素養,引(yin)導公眾做好重污染天氣(qi)(qi)期間的(de)健康防護。推(tui)進大氣(qi)(qi)污染防治(zhi)設(she)施開放,廣泛開展宣(xuan)傳(chuan)(chuan)教育服務。加強(qiang)大氣(qi)(qi)污染治(zhi)理先進典(dian)型宣(xuan)傳(chuan)(chuan),發揮榜(bang)樣示范(fan)和引(yin)領帶動作(zuo)用(yong)。

40.強化(hua)全民(min)行(xing)動。動員社會各方力(li)量,群(qun)防(fang)群(qun)治,共治共享,倡導簡約適(shi)度、綠色(se)低碳、文(wen)明健康的生活方式和(he)消費模(mo)式,鼓(gu)勵公(gong)眾選擇綠色(se)出行(xing)方式,不(bu)斷提升公(gong)民(min)環境保(bao)護意(yi)識,不(bu)斷完善公(gong)眾參與(yu)(yu)和(he)監督舉(ju)報渠道(dao),廣泛(fan)參與(yu)(yu)大(da)氣污染防(fang)治行(xing)動。
